How Does Proportionate Deduction Work in India?

When an insurance policy has a Room Rent Sub-limit (typically 1% or 2% of the Sum Insured), picking a room that costs even ₹1,000 above this allowance triggers a proportionate deduction across the entire hospital bill.

Haircut Ratio Formula:
Haircut Ratio = Eligible Daily Room Rent ÷ Actual Daily Room Rent Charged
Example: Eligible ₹5,000 ÷ Actual ₹10,000 = 0.50 (Insurer pays only 50% of associated bills!)
IRDAI Master Circular 2024: What Insurers Legally CANNOT Cut

Clause 16 Exemptions: Medicines & Implants are Protected

Under Clause 16 of the IRDAI (Protection of Policyholders' Interests) Master Circular, 2024, insurers are strictly prohibited from applying proportionate haircuts to:

  • Pharmacy & Medicines: Cancer drugs, antibiotics, anesthesia drugs.
  • Implants & Medical Devices: Cardiac stents, orthopedic implants, pacemakers, surgical mesh.
  • Diagnostic Tests: MRI scans, CT scans, blood pathology investigations.

If your insurer or TPA applied a haircut to your medicine or stent bill, this is a direct regulatory violation. You can file a formal grievance under Regulation 20.
